Proklamacija STEGA -e povodom 229 godina od usvajanja istorijske "Stega-e"
"Stega" ni"Crnogorska plemena su ovim vojničkim pobjedama uspostavili nacionalno i vojno jedinstvo i započet je proces stvaranja nezavisne države i njeno širenja van okvira četiri 'nepokorne i vazda slobodne' nahije. 'Stega' je ozvaničila državotvornu misao Crnogoraca predvođenih dinastijom Petrović Njegoš - jedinstvo u borbi protiv Otomanskog carstva, u cilju sticanja pune državne nezavisnosti koja će biti ostvarena na Berlinskom kongresu 1878. godine. Ovaj zakonski tekst kasnije je integrisan u Zakonik Petra I iz 1798. (dopunjen 1803), koji predstavlja prvi novovjekovni zakonik Crnogoraca, a ujedno je i prvi državotvorni program, koji jasno ukazuje na sazrijevanje političke svijesti crnogorskih plemenena", saopšteno je. Dodaju da uprkos tome što "Stega" nije u potpunosti zaživila kao pravni akt njen ključni značaj sadržan je u odluci da se ostvari jedinstvo crnogorskih i brdskih plemena u zajedničkoj borbi za slobodu i nezavisnost i kao takva predstavlja osnov izgradnje i snaženja
Na današnji dan 1796. godine Zbor crnogorskih glavara na čelu sa vladikom Petrom usvojio je pravni zakonodavni akt Crnogoraca, u pravnoj istoriji poznat kao "Stega".
Donošenje ovog pravnog akta (zakona), koji je brojao samo šest članova, kako je saopšteno iz STEGA-e uslijedilo je nakon bitke kod Martinića, a prethodio je bici na Krusima, kojima su zaustavljena nastojanja skadarskih vezira da vojnički pokore Crnu Goru.
