Efikasna konkurencija – posebni izazovi na području državne pomoći
U organizaciji Privredne komore Crne Gore i projekta „Increasing the capacity of institutions harmonising and implementing of EU acquis in the area of Competitiveness and Innovation“, održan je još jedan u nizu seminara posvećenih konkurenciji, na temu "Efikasna konkurencija – posebni izazovi na području državne pomoći."
Događaj je okupio vodeće stručnjake iz Crne Gore i država članica EU kako bi razgovarali o ključnim izazovima u oblasti konkurencije i državne pomoći, s posebnim fokusom na iskustva iz pretpristupnih pregovora Hrvatske i njihov uticaj na realni sektor.
Jedan od ključnih izazova u pregovorima, pored vladavine prava, jeste oblast konkurencije i državne pomoći. Politika i pravo konkurencije imaju poseban značaj za tržišne aktere i nacionalnu ekonomiju, posebno zbog nedovoljnog poznavanja pravila i mogućnosti korišćenja državne pomoći – od granica dozvoljenosti do sankcija u slučaju njihovog kršenja.
UVODNA IZLAGANJA
U pozdravnoj riječi, Slavica Pavlović, direktorica Sektora za udruženja u Privrednoj komori Crne Gore, naglasila je da je u posljednje vrijeme primjetno relativno slabo poznavanje oblasti zaštite konkurencije, posebno u vezi s državnom pomoći.
– Poglavlje 8 u procesu pregovaranja sa EU, koje se odnosi na konkurenciju, izuzetno je važno, ali nam predstoji još puno posla u tom procesu. Nadam se da će ovaj seminar doprinijeti razjašnjenju barem dijela dilema i pitanja, a Privredna komora Crne Gore će, kao i do sada, biti otvorena za sve dodatne informacije i podršku u organizaciji narednih obuka – poručila je Pavlović.
Direktor Agencije za zaštitu konkurencije, Nebojša Jovović, istakao je da je pitanje državnih pomoći vrlo kompleksno te da je ključna saradnja s Evropskom komisijom kako bi se zatvorilo Poglavlje 8.
– Moramo sav fokus usmjeriti na državnu pomoć jer je to jedno od najtežih poglavlja u procesu pristupanja EU, na šta ukazuje činjenica da su Hrvati završili ovo poglavlje tek posljednje – kazao je Jovović.
Takođe je ukazao na to da mnogi privrednici nisu svjesni da krše pravila zaštite konkurencije i da je potrebno sprovesti obuke koje će ih osnažiti u prepoznavanju zabranjenih i restriktivnih sporazuma. Posebno je istakao važnost obuka u vezi s propisima koji regulišu ovu oblast, kao i zaštitu malih privrednika.
ZAKLJUČAK
Učesnici su kroz dinamičnu diskusiju i razmjenu iskustava donijeli niz zaključaka i preporuka za unapređenje regulatornog okvira i sprovođenje pravila konkurencije u Crnoj Gori. Ovaj seminar još jednom je potvrdio značaj kontinuiranog dijaloga i razmjene znanja u cilju unapređenja konkurentskog okruženja i jačanja ekonomske stabilnosti.
